Toronto in the 1950s was quietly considering an Olympic bid, and Woodbine Beach was selected for the Olympic size pool because of the open space.

The distinct Y-shape of the building came to be because the ground was an unstable mix of sand and sanitary fill, and underground utilities crossed the site in multiple directions. The pools were placed above the changing rooms and other interior facilities and the decks and bleachers cantilevered out.

The facility features a 50 metre Olympic size pool, a 25 metre training pool, and a separate diving pool. The pool opened a year behind schedule, and was dedicated in Mayor Donald D. Summerville's honour when he died while in office later in 1963.

The facility underwent major renovations in 2013 to address structural issues and minor cosmetic improvements.
