This building is named after former Ontario Premier Sir James P. Whitney. This is Ontario's first government office building, built to accommodate the overflow of civil servants previously housed in the 1893 Legislative Assembly Building.
Around the top of the toewr are four 8-foot tall female figures who depict Justice, Tolerance, Widsom and Power. Additionally, there are two male figures representing government departments -- farming, forestry, health, finance, law, education, labour and mining.
The prominent tower has been vacant since the 1960s as it does not meet modern fire code safety regulations.
